He pushes the documents across the table. ” Guillemin, Anthrax 10/1/01 11:11 AM Page 23 3 Moscow CONFLICTING VISIONS The precedent that Pyotr Burgasov leans on for explaining the Sverdlovsk deaths is the 1927 anthrax epidemic in Yaroslavl, 250 kilometers northeast of Moscow, which is known to have been caused by infected meat. In that outbreak, twenty-two of the twenty-seven victims were men who worked at and lived near the railroad station, just south of the town. ”1 The epidemic lasted from July 6 to 17, with most deaths occurring in the first week.

An additional point for the tainted-meat explanation would be if, as Burgasov claims, 30 percent of the 1979 anthrax victims really did live scattered throughout the city, some at a distance of fifteen kilometers. Meat bought from a market and eaten at home might account for this dispersion. In contrast, an airborne dissemination of anthrax spores would follow the wind direction. The locations of victims in the path of a passing anthrax cloud, of those we would say were in the wrong place at the wrong time, would appear in some pattern, depending on the source of the anthrax and the direction of the wind.

5 Much has also been made of Burgasov’s handling of the 1979 epidemic, particularly the washing of buildings and repaving of roads, which the media have interpreted as a giveaway that he must have known the outbreak was airborne and from the laboratory in Military Compound 19. In 1988, in the United States, he denied giving any such orders and attributed the cleanup to local authorities getting the city in shape for the traditional Soviet celebrations on May 1. One recent Russian newspaper account, he tells us, portrays him in a helicopter flying over the city while the cleanup goes on.
